You don't want to hear the whole story, I know, so it's basically this: Exner and co. made two arbitrary, stupid band-aid rulings about two contentious issues and subsequently had two major rulings against them. I've included it because it's always funny when people get hit in the head with hammers. And in this case there's two hammers!
